Incorrect Shield Regeneration Delay Value in Equipment Terminal

Steps to Reproduce

1. In the Equipment Terminal, select the Armor Rig and observe the number shown for "Regeneration Delay"
2. In a mission, take damage and observe the amount of time that passes until the armor shield begins regenerating
3. The value in the Equipment Terminal is always 1.5 seconds more than the actual delay in mission.

Explanation

The Equipment Terminal for some reason adds an extra 1.5 seconds to all Shield Regeneration Delay values, including when Armor Upgrade T1.A or T1.B are selected. Also, the Shield Battery Booster overclock actually reduces the Shield Regeneration Delay by 3.5 seconds, not 5 seconds.
