Steps to Reproduce

1. Try to Jail 1 person other than the retcon
2. Make sure every person is downed
3. If that doesn't cause it, then make it so the mission is in overtime
4. The retcon goes down just outside of the elevator while being the last one alive

Explanation

Retcon ablility not going off, despite every person down. Guardion was jailed yet nothing would happen it would just sit there with every person downed. It was a depth 3 level 4, of a 6 step facility. mission was in overtime, recon went down right infront of elevator almost in it.
