Steps to Reproduce

1. Start the mission to obtain the 'Plasma Cutter'
2. Complete it completely
3. Go to the Engineer's menu, the table with his equipment
4. Decline the purchase of the 'Plasma Cutter'
5. Exit the menu
6. Start a new mission
7. Weapons not available for sale and a missing mission

Explanation

After successfully completing the mission to obtain the Plasma Cutter for the Engineer, I decided to buy it, but I had no money. I closed the pop-up window and started a new mission. After completing that one, I had saved up enough money to buy the Plasma Cutter. I opened the Engineer menu, but the weapon was gone, and the mission to obtain it had disappeared
