Promotion Button Missing for Engineer After Leaving Squad

Steps to Reproduce

1. got the 'congratulations ....' message from mission control
2. pressed escape to close it
3. left the squad
4. never saw the message come up again
5. went to promote engi
6. not seeing the button to promote

Explanation

I cannot promote engineer. When i got the "congratulations ...." message from mission control i pressed escape to close it then i left the squad. Then i never saw the message come up again. I went to promote engi but not seeing the button to promote.
