Steps to Reproduce

1. Drop a shield generator on the host while a teammate is outside of the shield radius.
2. The shield regeneration buff is incorrectly applied to the teammate.
3. The teammate entering the shield fixes the buff behavior.
4. Drop a shield on a teammate while the host is outside of the shield radius.
5. The shield regeneration buff is incorrectly not applied to the teammate.
6. The teammate leaving and reentering the shield fixes the buff behavior.

Explanation

When shield generator is first dropped, the initial shield regeneration buff is applied to all teammates if the host is inside the shield, and is not applied to anyone if the host is not inside the shield.
Exiting and entering the shield after the initial deployment works as expected.
