Randomized Perks Not Applied in Tome 17 Killer Challenge 'By Hook or Crook'

Additional Notes & Comments:	I have tried every single fix recommended "fix" the community has found and nothing. This is becoming a real frustration because I would like to completely finish the archive since at this point it has become one of the only reason I play Dead By Daylight since every match is the same survivor loadout and same second chance perks. All I want to do is finish the archive and have fun doing it instead of running into so many bugs with it.

Steps to Reproduce

1. Equip the challenge in TOME 17 "By Hook or Crook"
2. Load into lobby
3. Ensure you have the challenge equipped
4. Ensure in the minihud that your perks are randomized
5. Load into the match
6. You now enter without a loadout
7. You now enter with no randomized perks
8. You can no longer progress the challenge

Explanation

Tome 17 killer challenge "By Hook or Crook" is supposed to randomly assign the selected killer random perks to complete the challenge instead of it giving you the random perks you go into the match with no loadout at all. In the lobby it says its randomized and in the load in lobby it says the perks are randomized and cannot be changed or assigned. So you would assume you would go into the match with random perks. You don't instead you are stuck playing the match without perks which 90% of the time results in a loss and then you have to retry and match after match the result is the same. Go into the lobby saying its randomized then entering the match with nothing. It's becoming a general frustration since it completely prevents you from going deeper into the section and prevents you from doing the quest while giving you a terrible experience because the match becomes unbalanced since you are unknowingly entering the match perkless because of this bug. There are several community methods to fix this unfortunately its all just a random chance that it does. I think bug fixes should become a more primary focus since there are so many in this game. I have truly tried everything I could possibly think of to fix it even restarting my own computer and switching to my console. Another thing even if you do the challenge perkless it doesn't count since you HAVE to have random perks. I have done the challenge over eight times now without a loadout and since the challenge is bugged it won't allow me to go forward or complete it. Please fix this ASAP.
