Additional Notes & Comments:
I recorded a video demonstrating this bug as well but the upload keeps failing so unfortunately only images, sorry. I know they're not as helpful.

Steps to Reproduce

  1. Have bound fully charged.
  2. Face towards a wall that is within 1m to remove the prompt to dash.
  3. Either move or turn away from the wall, so that your path is no longer blocked by it.

Explanation

Wesker cannot dash for several frames after turning his camera away from a wall. Wesker is not allowed to dash while too close to a wall he is facing, as he doesn't have the room to. This will remove the prompt to dash entirely, and hitting M1 results in nothing. This is intended, of course. However, since the 9.5.0 update, this "prompt-blocking" will now remain for a very noticeable amount of time after moving or turning your camera away from the wall. This is extremely problematic for him, as most of the time in loops you are using your power as you round a corner, meaning you will have your power randomly not work when you need it to. This can absolutely ruin the experience of players unfamiliar with this bug, as their power will appear to randomly ignore their inputs for seemingly no reason. Those aware of this bug know to wait longer than they should need to before dashing, but it still makes his power significantly less effective at all loops. Every single time you brush past a wall, or a corner, or a branch on the ground that has collision, your ability to dash is completely taken away for a meaningful amount of time. It is honestly quite frustrating to deal with. As someone who is very familiar with the timings of this killer, it throws things off entirely, and when combined with his insta-flicks also not working, makes some loops near impossible to play properly.

Attached are images clearly showing the dash prompt missing after having been "blocked" by a wall prior. Despite theoretically having the full clearance needed for a bound, it is not allowed.
