Steps to Reproduce

Hook a survivor in basement
Drones above the survivor disappear
Go above the survivor
Attempt to deploy a drone
Skull Merchant's hand will be empty
No Drone is placed
Repeat as desired

Explanation

When attempting to place a drone with Skull Merchant near a hooked survivor, the prompt appear, but when pressing the prompt, Skull Merchant's hand is empty, and no drone is place. Additionally, drones that were previously in this spot will be recalled as the survivor is hooked despite having the prompt.
