Steps to Reproduce

First time this happened I was doing a generator as normal
The second time I had just gotten hooked
I was able to play matches in between disconnections after waiting out the 15 minutes

Explanation

Twice this morning I have been forced out of a match and shown, "Dedicated server is not responding; disconnecting..." I have received a fifteen minute penalty in both cases despite not being at fault for the disconnection.
