Steps to Reproduce

1. Down a Survivor while repairing a gen
2. See if they do not go down
3. See if they get any skillchecks while presumably repairing the generator
4. See if DC'ing gets the survivor out of the repair action

Explanation

Survivors repairing generators at times are stuck in the repair generator animation when put into the dying state. They cannot succeed in hitting skill checks and must DC to stop further gen regression.
