When the Killer is The Doctor, the Bardic Inspiration activation prompt does not appear. Pressing the default ability button manually also does not activate the ability

Steps to Reproduce
- Play as survivor with the Bardic Inspiration perk equipped
- Enter a match where the Killer is The Doctor
- Observe that the ability activation prompt does not appear at the bottom of the screen
- Attempt to activate Bardic Inspiration
- Press the default ability button manually
- Observe that Bardic Inspiration still does not activate
