Cyclone adjustments to make it viable

- Make the Cyclone a 2-shot headshot weapon at very close range to differentiate its use case from the Spectral. - Increase the magazine size of the Cyclone or allow the ability to buy an extended mag for it. - Slightly increase the fire rate of the Cyclone to make it more viable in combat. - Reduce or rework the recoil or sway of the Cyclone to make it more competitive with the Spectral.
