Add 'UserKeyInputCallback' for Non-Player Input Handling

New event 'UserKeyInputCallback', which will work the same as PlayerKeyInputCallback except you won't require a player object
This may also make it easier for map makers to implement controls where the control of a player is swapped quite often (Sometimes inputs are stuck pressed on the player after the user has lost control of it)
