Steps to Reproduce

1. Open 'Test Options'
2. Select 'Use 16 Game Slots'
3. Add 9 players
4. Test map
5. Wait until after player flash
6. Send chat message

Explanation

Sending a chat message in the map editor with 9 or more players crashes the game.
