Unable to change teams or mode via UI in offline mode

Steps to Reproduce

1. Launch the game in offline mode
2. Create a match/lobby with bots enabled and add teams to them
3. Attempt to change a bot's or player's team by clicking on the team selector in the UI

Explanation

Whenever an offline game is created, it's no longer possible to change the teams of bots or players through the UI. Selecting a different team does nothing. Please check the provided video to see this issue occurring. I didn't record this, but also if the game is offline. You can't not longer set it to public/online using the UI.
