When load last map option is enabled, still loads an empty map

Steps to Reproduce

1. Open map editor
2. Go to the top to "tools"
3. Go to options and then "misc"
4. Check load last saved file on startup
5. Now load any map, edit it and save it
6. Leave map editor and open it again

Explanation

when load last map is enabled on options it still loads an empty map
