Gear system is experiencing an issue where the displayed level of gear is incorrect and capped at a lower level than expected. For example, gear may show 'Level 8 (capped at level 3)'.
This issue was created from the following Discord message:
When you inspect the gear you'll see a level on it too such as "Level 8 (capped at level 3)" and such
