Allow All Squadmates to Spawn on Active Transport Helicopter

I think the transport helicopter is a bit useless now since only max 3 other people (squadmates) can use it to spawn on it, if any teammate will be able to spawn on an active tranpost helicopter then it would make it much more interesting to use
