Steps to Reproduce

1. Try shooting a rocket launcher at a player
2. Observe if the rocket launcher does no damage
3. Observe if the rocket launcher kills the player

Explanation

Rocket Launcher does not deal damage to players when you shoot it at them or near them all the time. Sometimes it will deal damage and kill them and other times it will not deal damage at all.
