Regression of:	#568 Vehicles Damaging Teammates on Jump Exit This issue was created as a new bug instead of being marked as a duplicate because the original issue was already Closed.

Steps to Reproduce

1. Get into any land vehicle
2. Accelerate towards a teammate
3. Leave the vehicle before it reaches the teammate
4. Observe that the teammate will die and nobody is granted the kill

Explanation

Vehicles recently exited by players while in motion can kill other teammates (typically used as a form of trolling and will happen at spawn)
