C-TAC Crosshair Hits but No Damage on Target

Steps to Reproduce

1. This usually occurs at 400M+ and is fairly simple to recreate.
2. I have seen it more when my target's lower half is below cover, but it is not a requirement.
3. I was using the variable scope on X12 with the C-TAC.
4. I was aiming at the center mass on my targets, and they were not moving.

Explanation

With the C-TAC, my crosshair will be directly over the player, and it will even show a blood splat, but the hit will not go through. I have encountered this before when my shot is far off, but now it mostly comes when my target is still . This is not due to me missing, as I have had the reverse happen where I have seen the bullet go through my face and did not die.
