Steps to Reproduce

1. Get Breach Cutter from heavy weapon crate
2. Have certain expenite upgrades such as fire related damage or electrical, etc.
3. Hit a player
4. Observe non lethal but irregular damage that can go into the thousands

Explanation

Breach Cutter doing "phantom damage" to players with the right upgrades attached. This damage counts towards total damage dealt during the mission. It also does not harm the players****.
