Steps to Reproduce

1. Farmed cosmetic crates until I had every pickaxe cosmetic and character paintjob
2. Opened a crate and occasionally it says empty while other times it has cosmetics

Explanation

I don't have all the cosmetics for my characters (I have all pickaxe parts and paintjobs for my characters), yet when I open a cosmetic crate it says empty. I know I don't have every cosmetic because my dwarven buddies have cosmetics that I don't, and vice versa.
