Flickering Scroll Bar in Second Player's Upgrades Section

Steps to Reproduce

Have a run where one of the participants has 13 or more upgrade icons.
Under Operations Command > Run History, select the run.
Witness the blinking scroll bar on the upgrade section.

Explanation

On the run history, the second player's upgrades section is glitching. There were enough upgrades to spill on to a third line. From appearances, it looks like a scroll bar is being added and removed rapidly from the right of the upgrade section. This is causing the icons to be squashed and unsquashed. My guess would be that when he scroll bar is added the icons are shrunk enough to fit in the space vertically without the scrollbar, so the bar is removed. Then it cycles.
