Steps to Reproduce

1. start a mission on dense biozone
2. wait until enemies are drenched from rain
3. apply electricity via weapon/shock drone
4. witness the effect not being spread among enemies

Explanation

"doused" effect caused by dense biozone rain doesn't work properly (boosting cryo/causing short circuit upon shock appliance)
