Steps to Reproduce

Acquired the skill to reduce dispersion while stationary
Started shooting while stationary

Explanation

After acquiring the skill to reduce spread while stationary, my character's minimum spread with the minigun increased. And when firing while moving, the minimum spread with the weapon fully swung back up to normal.
