Steps to Reproduce

1. Find Sealed vault without any mini vaults on map.
2. Start event
3. instant reward

Explanation

Sealed Vault Event spawned without any Mini Vaults, instead of hindering the mission it instead instantly completed the event, not triggering a swarm, just releasing the reward instantly.
