Explanation
Slicer 10% skill cooldown on kill bio mod not working from skill kills, only gun kills. I have had this happen without mods, currently have 2x enemies difficulty mod so its more noticable when I have an empty cooldown bar after wiping a horde of enemies with my skill. Had a match not long ago where I had gotten 3 of the bio, and still empty bar. It doesnt happen often, but I wasnt sure of it last time. Im definitely sure of it now because of the enmy count
