Steps to Reproduce

Find workbench/toolbox
Add toolbox to workbench, check on upgrades available
Remember there's a heavy weapon crate later in the floor
Exit workbench without upgrading
Acquire heavy weapon
Attempt (and fail) to upgrade heavy weapon on the workbench

Explanation

I found a workbench and toolbox at the beginning of a level, combined them, checked the upgrades, and remembered there was a heavy weapon crate and decided to wait on the workbench until I had the heavy weapon (green Deepcore 40mm PGL).

After acquiring it, I went back to the workbench and the heavy weapon did not appear for an upgrade. This may not be a bug and might have simply locked the workbench into a set of upgrades for the existing weapons upon it's activation.
