MM-4 Charger Dialog Loop with Technical Reload IV Perk

Steps to Reproduce

1. Use Technical Reload IV perk.
2. Go on a mission and obtain the MM-4 Charger pistol.
3. Switch to another weapon and wait for a few seconds.
4. Dialogs for Born Ready are played on repeat every 5 or so seconds.

Explanation

There seems to be a problem with the Technical Reload IV perk and the MM-4 Charger gun. It seems that the Technical Reload IV perk has the same effect as Born Ready from the original game but with the MM-4 Charger pistol, it just results in all of the dialogs for the Born Ready perk being played on repeat every 5 or so seconds even though nothing is actually getting reloaded.
