Steps to Reproduce

1. Fix the spawn algorithm
2. Make the lift easier for dwarf to break

Explanation

The expenite spawned underneath the elevator. We managed to dig it out, but it took way too long because the drill can't break the bedrock under the lift, so we had to dig all the way down to reach it. This completely ruined the run since we wasted so much time.
