Game does not end when all players are downed if Guardian has active armor

Steps to Reproduce

1. have the guardian be low health but close to max armor
2. have all other players get downed
3. lastly the guardian take dmg to health and go down with active armor

Explanation

Game not ending even if all players down if someone (in this case the Guardian) has active armor. Retcon ability also wont activate if someone has active armor when downed.
