- Picked Vigor Charger skill on Retcon
- Selected Steadfast Surge later
Explanation
Steadfast Surge overrides Vigor Charger effect
Selected Vigor Charger early in the run on Retcon and saw a reduction in cooldown time, picked up Steadfast Surge later in the run and noticed the cooldown from Vigor Charger would no longer apply while moving.
