Devastator Fusion Power Rod Incompatibility with Mag Size Upgrade

Steps to Reproduce

1. Obtain a Devastator from the workbench with both mag size+ and fusion power rod
2. Notice that the mag size is not increased at all, with the mag size upgrade not doing anything
3. Verify that the mag size bonus was listed before fusion power rod in the weapon's upgrade list
4. Obtain another, different mag size for the gun on a different workshop
5. Verify that the mag size can be increased properly with the new mag size

Explanation

Fusion Power Rod on the Devastator doesn't work with mag size if the gun is obtained from a workshop with both upgrades pre-installed.
