Steps to Reproduce

1. Took constant pressure and noticed my reload was just as slow as I started out with
2. Depleted my ability with Falcon
3. Inspected my stats had no reload speed on my stat screen
4. Tried to empty my ability again, reloaded, same speed as before
5. Reloaded again with full charge, still no difference

Explanation

Constant Pressure doesn't give reload speed when below 50% Ability Charge.
