Steps to Reproduce

  1. opened the game
  2. fps
  3. cry

Explanation

The game is just hard caped at 40 fps. changing settings including frame rate cap, v-sync, upscaling have no effect. restarted computer, verified integrity, updated drivers, delted shader cache.
