Equipment item overrides first slot despite second slot occupied

Steps to Reproduce

1. Start a Jumble mission
2. Place the first equipment item you find in the second slot
3. Find another equipment item to put in the first slot
4. Find a 3rd equipment item and see that it overrides the first slot no matter what
5. Rinse and repeat

Explanation

Selecting an equipment item while your second slot is occupied doesn't allow the reclaimer to pick which slot that item goes in and will automatically fill the first slot no matter what
