Magazine Overdrive Upgrades Not Increasing Damage as Expected

Steps to Reproduce

1. got 3 magazine overdrive upgrades
2. use my ability before emptying my the magazine of my gun and saw the projectiles did 20 damage
3. emptied my 48 round mag to 1 shot
4. used my ability again and the projectiles still did 20 damage

Explanation

Magazine overdrive upgrade does not multiply damage.
was running gurdian and kept my burst fire pistol at 1 shot left to get the highest multiplier, but my barrage projectiles still did 20 damage, and i had 3 of the upgrades
