Steps to Reproduce
- Get Hemoforge and go to health threshold or lower
- Find a bunch of enemies
- Shoot a PGL shot at the ground near them and observe that sugar doesn't appear to spawn, or at least inconsistently.
Explanation
Hemoforge doesn't appear to spawn sugar if a PGL shot hits the ground
