Steps to Reproduce

1. Block Player
2. Blocked Player somehow joins anyway

Explanation

Blocking feature on steam doesn't work.
Saw a guy using mods to cheat in weapons and upgrade equipment, while I don't mind mods I don't enjoy someone making the game easier especially without talking to the team first.

When confronted the player lied, it was very obvious, using heavy weapons without the team having found a heavy weapon crate.

Kicked and Blocked using the "Block" feature in game, when shown to the steam profile it showed a player I already had blocked.
