Steps to Reproduce
- Scanned terminal for cargo pad event
- cargo vehicle had no cargo
- checked terrain scanner and there was no nearby cave for the cargo to have spawned in through the wall or something
Explanation
Cargo pad event spawned with no cargo, softlocking the event.
