Steps to Reproduce

1. We got 2 artifacts and 2 artifact production facilities for 4 legendaries
2. We chose a 3rd artifact on the 5th level
3. Upon killing the sentinel and depositing the 5th artifact, Ellis stopped working
4. Tried mining expenite for an additional level, still wouldn't let us upgrade

Explanation

can't use Ellis after getting too many artifacts (?)
