Steps to Reproduce

1. Started level 4 on a D2 T4 L6 Corespawn Split dive
2. Found the event and started it
3. The event began without issue
4. The first task was to fix the valve pressure and it was completable
5. For the second task, the Cooolant voicelane came from Omega, but the coolant and valve signs lit up simultaneously

Explanation

Artifact manifacturing event coolant not spawning

Once again, the new artifact event softlocks because the coolant needed for the repairs is not spawning. The valve pressure fix task was working fine, but when the coolant was needed, the dispenser didn't drop any, therefore making the event uncompletable.
