Game Fails to Close Properly on Steam, Not Listed in Task Manager

Steps to Reproduce

  1. close the game by exiting to desktop
  2. game will close but not register on steam as closed

Explanation

the game wont fully close out on steam and isn't showing as open to force close it in task manager, its not listed at all in task manager so I cannot force anything to be able to relaunch it, even when running another game it still shows as "stopping" on steam. Have to fully close out steam to be able to relaunch it and have steam recognise it is actually closed.
