Steps to Reproduce

  1. Get slowing attack perk
  2. Get cluster grenades
  3. Throw at team mate
  4. They slow down to about 10%

Explanation

There is an upgrade which slows bugs stuck by 2% stacking 45 times for 10 seconds. I have FF off so this shouldn't effect team, and it usually doesn't except with cluster grenades.
