Retcon Res. Glitch After Multiple Downed Players

Steps to Reproduce

1. Retcon was hosting a 2 player lobby.
2. Teammate of retcon was prone/downed during boss battle + max core threat.
3. Retcon gets prone/downed once, and uses res. on teammate or self.
4. Retcon is prone again while other teammate is prone/downed.
5. The res. was used, and then both players were prone/downed together a short time after.

Explanation

After I was downed, my teammate retcon was downed as well. The game still showed the retcon as being able to use their res. but was unable to do so. As a result, we were stuck downed and had to abort the mission instead of it giving us the game over/mission failed screen
