Steps to Reproduce

1. Host a game.
2. Play a depth 1 or 2 mission.
3. Interact with the workbench.
4. Observe if the primary weapon offers the 'final' (Red rank) weapon upgrade.
5. Note if the primary weapon is forced to take another weapon instead.
6. Verify that the primary weapon is never allowed to hit max rank.

Explanation

As host, cannot always upgrade primary weapon to max (Red) level - and instead am limited to (Purple) level - at workbench
