Explanation
Falconer's ability stops recharging when the ability cooldown becomes negative. I have 3 upgrades installed, resulting in -62% ability cooldown. After taking second "power efficiency" biobooster it stops recharging due to -102% ability cooldown I guess. Some upgrades, such as the "ability booster" that the spotter(vioxynteris) took, can trigger the ability to start recharge normally, which is what happened in the second video, after he used his ability
