Explanation

when i complete missions, i get the icon saying i gained more perk points and how many i'm supposed to have, but when i open the perk upgrade menu it says i don't have any. this glitch has persisted for a long time, i just finished a mission and it said i have 24 perk points, but when i open the enhancements terminal it says i have 0. i don't know how to reproduce this glitch, but i think it started when i got my first class to level 23. i don't know if it's relevant, but my slicer is level 23 and the xp bar looks normal, but my spotter is level 23 the xp bar displays as if it's halfway to level 24? i have screenshots if needed, but i'm not sure where to attach them.
