Perk Slot Unlock Issue Post-Patch

Steps to Reproduce

1. Update to patch 0.6.3, then launch the game.
2. Open terminal (All perk slots have been reset.)
3. Switch characters(Perk slots become locked and can't be unlocked.)

Explanation

Unable to unlock perk slot. After the 0.6.3（or 0.6.2） patch, all unlocked perk slots have been reset to locked. And for all characters except the currently selected one, their perk slots can't be unlocked at all.
The current workaround is: select a character whose perk slot is locked, open the ESC menu, choose Disband Team, then go back to the Loadout terminal and spend merits to unlock it again.
